RSWF NHWA Strategy Plan 2021 -2024
Executive Summary
Neighbourhood Watch is the largest voluntary crime prevention organisation in
England and Wales, with around 2.2 million member households and
90,000 coordinators. We work to prevent crime and reduce the fear
of crime by helping people to protect themselves, their property and
their communities.
Our Vision
Our vision is a society where neighbours come together to create safer,
stronger and more active communities.
Our Mission
Our mission is to support and enable individuals and communities
to be connected, active and safe, which increases wellbeing and
minimises crime.
Our Values
Being neighbourly, community-focused, inclusive, proactive, trusted and
collaborative.
Our Aims and Ambitions
This 3 year strategy builds on the success of the Ryedale, Scarborough, Whitby and Filey Neighbourhood Watch Association(RSWF NHWA) and charts a path for the future, identifying the major themes, goals and key activities. It will help provide clear aims and objectives and allow us to measure our effectiveness.
This strategy will ensure that we are:
1. an authoritative voice on community-based crime prevention
2. the most popular gateway for citizens to engage in their locality
3. a recognised contributor to community health and wellbeing
4. everyone will be able to access the advice and support
they need, either directly or via other organisations of which they are
members or customers
5. we will provide the first step for connecting with neighbours for
mutual support and offer simple ways to build on that first step with
voluntary and community sector partners
6. we will especially focus on increasing community cohesion and
reducing loneliness and isolation
In order to accomplish this, the Association will focus its work on:
A. supporting and developing the local Watch Schemes of NHW and Rural Watch in keeping with their needs
B. expanding the inclusiveness of Neighbourhood Watch and Rural Watch (ie to minority groups and youth
C. building the profile and influence of Neighbourhood Watch and Rural Watch within the NYP Force area and Introducing a programme of regular contact between Digital PCSOs and NHW Co-Ordinators
D. maintaining a robust, efficient and effective structure for the RSWF NHW & Rural Watch Association
E. maintaining the financial sustainability of RSWF NHW & Rural Watch Association in accordance with its Constitution
F. succession planning for Officers, District Leads and Co-Ordinators of the Association
G. supporting the Neighbourhood Watch Network (Ourwatch)
H. raising awareness of the Crimestoppers campaign, awareness of “County Lines” that highlights the issues of organized criminals traveling across County Lines to deal drugs
I. the effective utilization of the Crime and Vulnerabilty Toolkits within the Ourwatch website, containing all the information relating to:
· terrorism
· domestic abuse
· scams and older people
· modern day slavery
· child sexual exploitation
· serious violence
· loneliness and vulnerability

J. Support and develop the local Watch Schemes of NHW and Rural Watch in keeping with their needs by:
· establishing District Lead Coordinator posts in appropriate areas of the Association.
· encouraging regular use of the website of RSWF NHW & Rural Watch Association where there is a wealth of information and links
· improving the relationship between North Yorkshire Police, local authorities and the Association
· improving information flow between North Yorkshire Police, Watch Schemes and District Levels – especially via the Neighbourhood Alert Messaging Service
· establishing and growing social media groups for information sharing.
· establishing stronger local partnerships between Watch Groups, the Partnership Hub of NYP and NYP Neighbourhood Policing Teams.
· promoting the development of RSWF NHW & Rural Watch Association by broadening the engagement of Neighbourhood Watch/Rural Watch co-ordinate activities with key partners
K. Improving the strength and safety of communities
· improve active citizenship, community safety and resilience through increased community participation, social action, neighbourliness and partnership working
· encourage NHW Members within schemes to report ALL suspicious activity to the Police immediately so that effective action can be taken to protect communities
· encourage all cyber-crime to be reported via Action Fraud to the National Fraud Intelligence Bureau
· reduce the opportunity for victimization and the impact of harm especially to the vulnerable and in particular to minimize burglary and to prevent scams, cyber-crime
· expand the inclusiveness of Neighbourhood Watch and Rural Watch by developing a strategy that enables existing (and new) Watch Schemes to attract more diverse members and establish Schemes in areas new to NHW and Rural Watch
L. Build the profile and influence of RSWF NHWA
· increase the number of Watch Schemes and consistently promote the RSWF RSWF NHWA brand
· circulate to all NHW members the regular eNewsletter from the Neighbourhood Watch Network and encourage reference to its website (www.ourwatch.org.uk)
M. increasing the balance in the bank account of RSWF NHWA
· maximise income-generating opportunities
· obtain funding for specific project needs
N. compliance with Data Protection Act 2018 GDPR (General Data Protection Regulation)
· to comply fully with the legislation as it relates to RSWF NHWA
· agree the legal parameters to which Officers and members of RSWF NHWA are authorised to operate.
